Participation of the Karelian branch of RANEPA in the System of personnel training for local self-government bodies

The Karelian branch of RANEPA was included into the list of participants of the System of personnel training for local self-government bodies as a study-methodological center by the Ministry of Regional Development of the Russian Federation as agreed with the Ministry of Education and Science of the Russian Federation and the Administration of the Head of the Republic of Karelia.  This System was founded by the Academy of National Economy under the Government of the Russian Federation on 08.12. 2005 № 744 in accordance with the Decree of the Government of the Russian Federation on the order of the Ministry of Regional Development of the Russian Federation.

The participation in the System implies receiving study-methodological, consultative, information and technical support and updating the study materials; in-depth training of the teaching staff according to the System’s programs; the use of the system of distant learning for the training of municipal servants; priority access to the information resources of the System through Internet.  These activities are done constantly within the means of the federal budget.

In  2006 the teaching staff of the Karelian branch received training within the System in the Russian Presidential Academy of Public Administration on the programs “Municipal administration,” “Municipal finances,” “Organization and service of the program systems of the study-methodological complex of the System.”  This year the Karelian branch started training on the program of professional re-training “Municipal administration and municipal service: with the use of the electronic educational system of the Russian Presidential Academy of Public Administration “Municipal administration.”

In February-March 2007 the teaching staff of the Karelian branch had in-depth courses on the programs “Management of municipal purchases,” “Management of municipal property,” “Legal support of the bodies of local self-government,” “Organization and service of the program systems of the study-methodological complex of the System.”  In November 2012 the teaching staff of the Karelian branch had in-depth courses on the issues of implementation of modern information technologies into the activities of the bodies of state administration and local self-government.  The courses were organized by the Russian Presidential Academy of Public Administration and by the Academy of National Economy under the Government of the Russian Federation.

By the beginning of 2010, 1160 copies of books, 600 copies of CD textbooks and study-methodological aids for the teaching staff and the students were given to the library of the Karelian branch.

Further cooperation within the System, starting from 2007, is implemented according to the Contract on cooperation between the Karelian branch with the Academy of National Economy under the Government of the Russian Federation.  The Contract secures the Karelian branch’s status as a study-methodological center of the System.
