History of the Karelian branchof the Russian Presidential Academy of National Economy and Public Administration

The Karelian Branch of RANEPA was organized in 1995 on the initiative of the Government of the Republic of Karelia  and  of the North-West Academy of Public Administration as Karelian branch of the North-West Academy of Public Administration in Petrozavodsk.  The aim of the Karelian branch was and is to train the staff for the bodies of state and municipal administration for the government of the Republic of Karelia, and for the federal bodies on the territory of the Republic of Karelia.  In 2011 the Karelian branch was transformed into the Karelian branch of the Russian Presidential Academy of National Economy and Public Administration (the Karelian branch of RANEPA).  The functions of the founder of the Russian Presidential Academy of National Economy and Public Administration are implemented by the Government of the Russian Federation.

The stages of establishing, development and the most important dates in the history
of the Karelian branch of RANEPA in the period from 1995 to 2015

2015:  

    • event devoted to The Day of Diplomatic Worker was held at the Karelian branch of RANEPA for the first time;
    • Mr Khudilainen,  the Head of the Republic of Karelia, held a meeting with the students and the teaching staff of the Karelian branch of RANEPA;
    • student project of the Karelian branch of RANEPA won the 2nd place in RANEPA contest of social projects “RAISE”;
    • the interregional scientific-practical conference on city marketing "New challenges for urban development" was held at the Karelian branch of RANEPA;
    • Ms Ulyashova,  the winner of the contest "Miss RANEPA - Karelia 2014," participated in the Republican contest "Beautiful Karelia;"
    • Dr Badanov’s textbook was included in the catalogue of 35th Paris International Book Fair;
    • Mr Kaganov, Deputy Minister of Education and Science of the RF, as well as Mr Mau, Rector of RANEPA, and Mr Butashin, Director of the Higher School of Public Administration, took part in Freshman Day in the Karelian branch of RANEPA;
    • Mr Khudilainen,  the Head of the Republic of Karelia, took part in the festive event dedicated to the 20th anniversary of the Karelian branch of RANEPA;
    • Karelian branch of RANEPA received special appreciation from Central Election Committee of the RF;
    • the report of the Karelian branch of RANEPA on the state of local self-government in the Republic of Karelia was among the best of the regional reports of the Presidential Academy;
    • Karelian branch of RANEPA organized training in the Republic of Karelia and in Finland for the heads of healthcare institutions of the Republic of Sakha (Yakutia
    • the electronic reading room of the Presidential library named after B.N. Yeltsin is available to the students and the teaching staff  of the Karelian branch of RANEPA. 

2014:  

    • the implementation of educational project "Municipal school" for the heads and specialists of municipal bodies of the Republic of Karelia started in the Karelian branch of RANEPA;
    • the Karelian branch of RANEPA started the training of the persons included in the managerial personnel reserve of the Republic of Karelia;
    • the Karelian branch of RANEPA was one of the organizers of the Youth Economic Forum of the Republic of Karelia;
    • the Karelian branch of RANEPA implemented the educational project "School of the Future Pensioner";
    • the Karelian branch of RANEPA co-organized the international scientific-practical conference "Tourism as a Factor of Regional Development";
    • the Karelian branch of RANEPA co-hosted the first Republican Forum of Young Health Care Professionals;
    • the Karelian branch of RANEPA conducted "Leadership School of the Presidential Academy" for the students of high schools of Petrozavodsk for the first time;
    • the Karelian branch of RANEPA held a contest of beauty and talent "Miss RANEPA – Karelia". 

2013:

    • the teaching staff and the students of the Karelian branch of RANEPA took part in Gaidar Forum in RANEPA, Moscow for the first time;
    • Mr Stotskiy, the Chief Doctor of town  polyclinic №1 in Petrozavodsk, a graduate of the Programme of executive staff training in the sphere of health care, took part in the meeting of Programme graduates with Mr Medvedev, the Head of the Government of the Russian Federation;
    • the Karelian branch of RANEPA started collaboration with the Institute of Ecological Education in Rantasalmi, Finland;
    • Public Reception of the Head of the Republic of Karelia “Dialogue” functioning on the premises of the Karelian branch of RANEPA was transformed into Public Reception of the Head of the Republic of Karelia on Petrozavodsk and Prionezhskiy municipal region;
    • the presentation of Derzhavinsky collected articles prepared by the Karelian branch of RANEPA took place within the celebration of the Day of Town Petrozavodsk for the first time;
    • Ms Vaganiy, a student of the Karelian branch of RANEPA, took part in Universiada held in Kazan as a volunteer;
    • the scientific publications of the Karelian branch of RANEPA are included into the Fund of Presidential Library named after B. Yeltsyn;
    • video-lessons based on Russian war-patriotic films are shown to the students of the Karelian branch of RANEPA on a regular basis;
    • a project on training geronto-volunteers started in the Karelian branch of RANEPA;
    • the students of the Karelian branch of RANEPA took part in the project “Business Duel of RANEPA Students” for the first time. 

2012:

    • the Karelian branch was state accredited in the system of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation;
    • the Agreement on cooperation between the Karelian branch of RANEPA and the Institute of State Administering of Lithuania was signed;
    • the Karelian branch participated in the educational project of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation on the training of the employees of socially-oriented non-profit organizations. 

2011:

    • the Karelian branch implemented a project “Students’ Volunteer Agencies” in cooperation with the charity fund “Neva Angel” (Saint Petersburg);
    • the 20th group of pensioners completed the free-of-charge computer literacy courses at the Karelian branch;
    • the Karelian branch became a participant of the educational project of the Government of the Russian Federation “Training executives in the sphere of education and health care” and conducted the training of the heads and specialists of the Republic of Karelia and Murmansk region. 

2010:  

    • the Karelian branch was state accredited;
    • the Karelian branch established partner relations with the Institute of State Administration of Finland (HAUS);
    • an Agreement on cooperation between the Karelian branch and the Finnish “Youth Agency” was signed;
    • the Russian Academy of National Economy and Public Administration under the President of the Russian Federation was founded by the Decree of the President of the Russian Federation dated 20.09.2010 № 1140. The net of regional academies of public administration and their branches was reorganized, the regional academies and their branches were included into the structure of the Presidential Academy. 

2009:

    • the Karelian branch made a series of scientific-research projects on the topical issues of the development of local self-government at the request of the State committee of the Republic of Karelia on the issues of local self-government development;
    • the Karelian branch was visited by Prof. Kapano, the Dean of the Department of Political Science.  He represented the University of Bologna, Italy.  Prof. Kapano took part in the scientific-practical seminar “The role of the analytical community in the regional politics” organized by the Karelian branch in cooperation with the chair of Public Politics of the Higher School of Economics in the framework of the research project of the Russian association of political science.  He also gave a public lecture to the students and teaching staff of the Karelian branch. 

2008:

    • the Karelian branch was licensed and successfully passed the procedure of the complex evaluation of its activities;
    • новым партнером филиала становится кафедра публичной политики ГУ «Высшая школа экономики», совместно проводится серия семинаров по публичной политике, особенностям конституционального дизайна современной России, проблемам развития гражданского общества. 

2007:

    • implementation of program of professional re-training “Jurisprudence;”  
    • the Karelian branch was visited by such guests as the Greatprincess Ms. Kulikovskaya-Romanova (who took part in the VIII “Derzhavin Readings”) and Ms. Mary Kruger, the consul-general of the USA in Saint Petersburg (who gave a public lecture for the students and teaching staff on the topic “200 years anniversary of Russian-American diplomatic relations)”. 

2006: 

    • the Karelian branch started to implement the program of professional re-training called “Municipal administration and municipal service”;
    •  the Karelian branch took part in internet-testing of students for the first time.  The objective of internet-testing was to evaluate the amount of knowledge the students had after the courses;
    • the Council of the Karelian branch of the North-West Academy of Public Administration in Petrozavodsk was founded by the order of the Rector of the North-West Academy of Public Administration;
    • the Karelian branch received a grant for conducting the international scientific-practical conference “Electronic government as an information resource for the development of the system of state administration and the institutes of civil society;” the conference took place 15.03.2007. 

2005: 

    • a representation of the association “Council of Municipal Bodies of the Republic of Karelia” was founded on the premises of the Karelian branch;
    • the Karelian branch conducted the first videoconferences in cooperation with the Russian Academy of Public Administration under the President of the Russian Federation);
    • a day-department student of the Karelian branch won the title “Miss Student of Russia” and took part in the analogous international contest in Seoul, South Korea (the Republic of Korea);
    • the Karelian branch was included in the “System of staff training and support of the bodies of local self-government” created according to the order of the Ministry of Regional Development of the Russian Federation:
    • the Karelian branch began active cooperation with nationally-cultural public organizations of the Republic of Karelia and founded an information-educational center “Dialogue of Cultures” on its premises. 

2004: 

    • Mr. Gorshkov, Pro-Rector of the North-West Academy of Public Administration elected Rector in December 2004, visited the Karelian branch for the first time;
    • the first issue of the article collection “Vestnik of the Karelian branch of the North-West Academy of Public Administration” appeared.  Thearticlecollectionbecameannualhereafter. The first issue of “Derzhavinsky article collection” was published;
    • a meeting of the Council of directors of the branches of the North-West Academy of Public Administration with the participation of the Academy’s administration was held on the premises of the Karelian branch;
    • the official internet site of the Karelian branch was created;
    • the Karelian branch conducted free-of-charge computer literacy courses for the veterans of the Great Patriotic War for the first time.  

2003: 

    • the process of book lending was automatized in the library of the Karelian branch (the library’s participation in the project “Interregional analytical article description “ – until now);
    • the Karelian branch fulfilled the order of the administrations of municipal bodies on the work out of plans of their socio-economic development;
    • the Karelian branch was state accredited till 2008. 

2002:

    • Mr. Shamachov, the Rector of the North-West Academy of Public Administration, took part in the work of the Scientific-Methodological Council of the Karelian branch. 

2001: 

    • the chairs were founded in the Karelian branch;
    • the Karelian branch became a member of study-methodological union in the major “Finance and Credit”;
    • openingthemajor“Jurisprudence”;
    • the Karelian branch began to implement the programs of professional re-training;
    • public reception “Dialogue” of the Chief federal Inspector in the Republic of Karelia and of the Head of the Republic of Karelia was founded on the premises of the Karelian branch;
    • the first newspaper “Academic Times” was issued in the Karelian branch. 

2000:

    • the first “Derzhavin’s Readings” were held in the Karelian branch. 

1999-2004:

    • the branch’s library took part in the megaproject “Pushkin’s library”. 

1999:

    • a field session of the Scientific Council of the North-West Academy of Public Administration with the participation of Mr. Chubinsky-Nadezhdin, the Rector, was held on the premises of the Karelian branch;
    • Students’ Council, a body of students’ self-government, was founded in the Karelian branch. 

1998 - 1999:

    • the Karelian branch was a participant of the project of the Swedish agency on international cooperation (SIDA) called “Women-managers in state and municipal sector”. 

1997 - 1999:

    • the Karelian branch was a participant of a large international TASIS project “Enlarging the potential in the sphere of state administration in the Republic of Karelia”. 

1998: 

    • Scientific-Methodological Council was organized in the Karelian branch.  The Council functioned till November 2006, i.e. till the founding of the Council of the Branch;
    • the first in-depth training courses for the employees of the Diagnostic Center of the Republic of Karelia were conducted in the Karelian branch;
    • the library catalogues were computerized in the Karelian branch. 

1997: 

    • the first students’ scientific conference took place in the Karelian branch.  The conference  became annual starting from 1998; the name being “Government: History, Science, Culture”. 

1996:

    • opening of the major “Finance and Credit”. 

1995: 

    • 9 February: the Decree of the Head of the Government of the Republic of Karelia  № 96 «On training, re-training and professional development of state servants and the employees of the bodies of local self-government of the Republic of Karelia.”  The Decree proposed the founding of the Karelian branch of Saint Petersburg Institute of Public Administration according to the mutual agreement with Saint Petersburg Institute of Public Administration of the North-West  Personnel Center;
    • 9 June: order of the rector of the North-West Academy of Public Administration № 272-к«On the Karelian branch of the North-West Academy of Public Administration,”which founded the Karelian branch as an educational establishment.  The status of the branch as an educational establishment of higher professional education was assigned by the decision of the Scientific Council of the North-West Academy of Public Administration dated 03. 10. 97 in accordance with the Ministry of Secondary and Professional Education of the Russian Federation (letter № 01-55-185/11-01-19 dated 11.12.97) and on the ground of the order of the President-Rector of the Russian Academy of Public Administration under the President of the Russian Federation dated 08. 01.98 № 2;
    • the Government of the Republic of Karelia gave the majority of the building space (6A Chapaev Street, Petrozavodsk) to the Karelian branch.  The North-West Academy of Public Administration provided the branch with the teaching staff and training plans, and gave significant methodological and organizational support in order to provide qualitative education;
    • opening of the major “State and Municipal Administration”.
